The City of Sanford is soliciting Bids for the construction of the following Project:

 

Pittsboro Lift Station

 

Sealed Bids must be delivered to the City of Sanford, West End Conference Room, 225 E Weatherspoon Street, Sanford, NC 27330, no later than 1:00 PM, January 14, 2025. The Bids will be publicly opened and read aloud at this time and place. Bids received after this time will be returned unopened. Address Bids to the Owner at address listed below:

The Owner reserves the right to waive any informality or to reject any or all Bids. Unless all Bids are rejected, Award will be made to the lowest responsible Bidder, taking into consideration quality, performance and the time specified in the proposals for the performance of the Contract.

A Non-Mandatory Pre-Bid Meeting will be held at 1:00 PM, December 17, 2024 at the West End Conference Room, 225 E Weatherspoon Street, Sanford, NC 27330. Attendance at the Pre-Bid Meeting is highly encouraged but is not mandatory.

The Project is generally described as follows:

·         Construction of a wastewater lift station expandable to 5 MGD Average Daily Flow (ADF) adjacent to the Pittsboro Wastewater Treatment Plant. The new lift station will convey flow through the Pittsboro Force Main (Separate Contract) and discharge to the City of Sanford's Little Buffalo Lift Station.

Bidding Documents may be examined at Engineer's office in Raleigh, the Owner’s office in Sanford and at the following plan rooms:

The drawings and specifications will be available on Friday November 22, 2024 and may be reviewed online and copies may be obtained from Accent Imaging at 8121 Brownleigh Drive, Raleigh, NC 27617, 919-782-3333, www.accentimaging.com.

Bidders must obtain documents through Accent Imaging to be included on the Bidders List. Bids will only be accepted from companies listed on the bidders list. The Accent Imaging website, planscope.com, will be updated periodically with Addenda, plan holder’s lists and other information relevant to bidding the Project.

 

With request for the Bidding Documents supply the following information: Company name, contact person, street address, and phone and fax numbers for Bidding office; NC contractor’s license with limitation and classification; indicate if the firm will be a Bidder, Supplier or Sub-Contractor.

Each bid must be accompanied by a bid security of 5% of the bid amount. Security may be in the form of cash, certified check or cashier’s check made payable to the City of Sanford or a bid bond issued by an insurance company authorized to do business in the State of North Carolina. The deposit shall be retained if the successful bidder fails to execute the contract within ten (10) days after the award of contract or fails to give satisfactory surety as required herein.

Failure to comply with these requirements may be grounds for rejection of bid.

The City reserves the right to reject any or all bids or to accept the bid that appears to be in the best interest of the City, or provided by law. No bid may be withdrawn for a period of one hundred and twenty (120) days after the scheduled bid opening.

This project is being funded in whole or in part by the State Revolving Fund Program (SRF) and Golden LEAF Foundation. All SRF requirements will apply to the contract: Bidders on this work will be required to comply with Subsection 436 (a)(2) of the Consolidated Appropriations Act of 2014 that SRF recipients only use iron and steel products produced in the United States and federal Davis-Bacon Wage Requirements.
