Sealed Bids will be received until 2:00 PM EST, Thursday, May 8, 2025, at One Exchange Plaza, 6th Floor Conference Room One, Raleigh, NC 27601 at which time and place bids will be publicly opened and read aloud for the construction of the US 70 Westgate Water Main project.
After Bids are opened, the Owner shall evaluate them in accordance with the methods and criteria set forth in the Instructions to Bidders. The Owner/City Council reserves the right to waive any informality or to reject any or all Bids. Unless all Bids are rejected, Award will be made to the lowest responsible and responsive Bidder, taking into consideration quality, performance and the time specified in the Bid Form for the performance of the Contract.
A Virtual Mandatory Pre-Bid Meeting will be held at 10:00 AM EST, Tuesday, April 22, 2025. A link to the Pre-Bid meeting will be provided by the City upon request. Requests shall be made to Kristen Pierce at kristen.pierce@raleighnc.gov by Friday, April 18, 2025.
Requirements for pre-bid submittals of an “or-equal” are required within 10 days of the issuance of the Advertisement for Bids and in accordance with Section 00200, Instructions to Bidders.
The Project consists generally of the following major items:
Installation of approximately 1,250 linear feet of 16-inch water line including two (2) steel encased dry bore & jack installation and one (1) horizontal directional drill installation. Work includes all valves and appurtenances, connection to two (2) existing water mains, relocation of a portion of an existing 6-inch water main, tree removal and protection measures, erosion control measures, and petroleum contamination investigation and handling

A hard copy of the Bidding Documents plus electronic files may be obtained for a non-refundable fee of three hundred dollars ($300.00).
