RE-ADVERTISEMENT FOR BIDS

Sealed Bids will be received until 10:00 am on Wednesday, October 30, 2024 at One Exchange Plaza, Suite 620, Raleigh, NC, at which time and place bids will be publicly opened and read aloud for the construction of the State Street Phase 3A project.

After Bids are opened, the Owner shall evaluate them in accordance with the methods and criteria set forth in the Bid Proposal Form. The Owner/City Council reserves the right to waive any informality or to reject any or all Bids. Unless all Bids are rejected, Award will be made to the lowest responsible and responsive Bidder, taking into consideration quality, performance and the time specified in the Bid Form for the performance of the Contract.

A Mandatory Pre-Bid Meeting was held at 10:00 am October 1, 2024 at One Exchange Plaza, Suite 620, Raleigh, NC. A new pre-bid meeting will not be conducted as part of the re-bid.

The Project consists generally of the following major items:

·         Furnish and install approximately 2,600 LF of 6- to 12-inch water main, including services and other appurtenant items.

·         Furnish and install approximately 85 LF of 16-inch steel casing pipe and 81 LF of 24” steel casing pipe, installed by open cut.

·         Furnish and install approximately 1,100 LF of cementitious liner for existing 6- and 8-inch water mains, and appurtenant items.

·         Furnish and install approximately 6,100 LF of 6- and 8-inch CIPP liner for gravity sewer mains, and appurtenant items, including rehabilitation of 27 sanitary sewer manholes.

·         Abandon approximately 5,500 LF of existing water main and approximately 200 LF of existing sanitary sewer main.

·         Associated pavement and surface restoration, erosion control, wastewater flow control, temporary water, and other appurtenant items.

·         Coordination with other contractors in the project vicinity, including but not limited to contractors for the New Bern BRT project and the State Street Phase 3 project.

The following addenda were issued with the original bid WS-2018-01 (bid opening held Wednesday, October 16, 2024) and shall be made part of this re-advertised contract:

·         Addendum No. 1 issued October 4, 2024

·         Addendum No. 2 issued October 10, 2024

Bidding Documents may be examined at Engineer's office and at: ConstructConnect, online; McGraw Hill Dodge Company, online; Construction Journal, online; and NC Institute of Minority Economic Development (a.k.a. The Institute), online.

Complete Bidding Documents may be reviewed online and be obtained from Accent Imaging, 8121 Brownleigh Drive, Raleigh, NC 27617, (919) 782-3332, or at www.accentimaging.com. A hard copy of the plans, contract, and electronic files may be obtained at non-refundable fee of two hundred and fifty dollars ($250.00) plus sales tax for hard copy plus digital, or one hundred and twenty-five dollars ($125.00) plus sales tax for digital only. Plans must be purchased through Accent Imaging to be on the bidders list. Bids will only be accepted from companies listed on the bidders list.  Neither Owner nor Engineer will be responsible for copies of the Bidding Documents obtained from sources other than from Accent Imaging.
