SECTION 001116 - INVITATION TO BID ONSLOW COUNTY LANDFILL UNSUITABLE SOIL REMEDY
ONSLOW COUNTY, NORTH CAROLINA BID NUMBER 104-24C
Sealed Bids from qualified contractors for removing unsuitable wetland soils in preparation of constructing future Subtitle D Landfill Expansions Phases 6 and 7, Bid Number 104-24C, will be received by Onslow County at the Purchasing Department office located at 234 NW Corridor Boulevard.
Jacksonville, North Carolina 28540 until 2:00 P.M., local prevailing time, on December 4, 2024, and in Meeting Room 111 where they will be publicly opened and read aloud. Bids received after this time will not be accepted. The clock in the Purchasing Department room will be used to determine the time of receipt.
A geotechnical evaluation of the unsuitable wetland soils in the future landfill expansion footprint for Phases 5 through 7 identified the presence of a soft organic silty sand layer at or near ground surface and determined that the placement of fill for constructing the future landfill expansions by conventional means without mitigation is not feasible. The ground surface is not stable enough to support fill due to the low shear strength of the organic silty sand and will adversely impact long-term stability under increased loading if not remediated. Unsuitable soils were removed from Phase 5 as part of the Phase 5 Subtitle D landfill expansion project that was completed in July 2024.
The Work to be performed under this Contract generally includes the removal of unsuitable soils within the future Subtitle D landfill expansion areas and includes clearing and grubbing, erosion, sedimentation, and stormwater control, temporary access road construction, dewatering, excavating, stockpiling, backfilling with compacted suitable soil, and other incidentals as shown on the Drawings and detailed in the specifications.
The existing Onslow County Subtitle D Landfill is located approximately seven miles northwest of the City of Jacksonville. The landfill is located at 415 Meadowview Road, Jacksonville, North Carolina 28540. Jaime Harrell, Director of Solid Waste, may be contacted via email at Jaime_Harrell@onslowcountync.gov or by phone at 910-340-7574 to arrange a site visit if Bidders need additional time beyond the walkthrough after the mandatory pre-bid conference to evaluate the unsuitable soil area in preparation of preparing a bid.
Contractor is responsible for locating an off-site borrow source(s) for soil required to complete the unsuitable soil remedy as shown on the Drawings and specified herein. A bid alternate for using the Owner’s onsite borrow pit may not be executed.
A mandatory pre-bid conference will be held for qualified bidders at 10:00 A.M. on November 12, 2024, at the Onslow County Vehicle Maintenance Facility conference room located at 411 Meadowview Road, Jacksonville, North Carolina 28540. The meeting will include an overview of the project, address project specific questions, and a review of bidding procedures. A walkthrough of the unsuitable soil area and applicable areas of the existing Subtitle D landfill will be conducted immediately following the meeting.
Contract Documents consisting of Drawings and a Project Manual may be reviewed online at www.planscope.com. Electronic and hard copies of the Contract Documents may be obtained from the same website at the Bidder’s expense.
If forwarded by mail, the sealed envelope containing the Bid should be marked: Onslow County Unsuitable Soil Remedy (Bid Number 104-24C) with the name and address of the Bidder. The sealed envelope should be addressed to Onslow County, Attn. Mrs. Christina Russell, Purchasing Division Head, 234 NW Corridor Boulevard, Jacksonville, North Carolina 28540. Bids will not be accepted after 2:00
P.M. on December 4, 2024. It is the responsibility of the Bidder to ensure accurate and timely delivery of the Bid.
